〔編譯羅彥傑／綜合北京三十日外電報導〕總部設在紐約的維權團體「中國人權」三十日表示，此次四川省大地震重災區、德陽市廣漢中學的教師劉紹坤，因為在網路上刊登五月四川大地震震垮的學校建物照片，被送往勞改營一年。

劉紹坤被指控散佈謠言

「中國人權」在聲明中說，警方上週通知劉紹坤的妻子，他因「散佈謠言與擾亂公共秩序」而被處以「勞改」一年，而且未經審判或控訴，就先在六月二十五日遭到監禁。劉的家人至今都無法與他接觸，而且沒有像法律所規定的，獲正式告知其遭到拘禁。

罹難學童家長被迫噤聲

五月十二日的四川大地震導致近八萬八千人喪生或失蹤，包括因校舍倒塌而死亡的九千名學童。在罹難學童的家長們發起示威要求徹查的情況下，此案已成為中國政府相當敏感的問題。這些家長最近數週遭到當局威脅利誘，迫其噤聲。

戳破和平奧運虛偽口號

「中國人權」執行主任譚竟嫦說：「當局不但沒有調查與追究豆腐渣校舍的責任，竟然還訴諸勞改要其噤聲，及將諸如劉紹坤老師與其他公民關起來。這些行為進一步妨害人權及當局所呼籲的『和平奧運』，反映對四川地震罹難者與死於校舍倒塌的數千學童家長的不負責任與無情。」

廣漢市共產黨宣傳辦公室官員表示對本案毫無所悉。廣漢市公安局也拒絕對本案置評。

早在六月十日，中國天網人權事務中心負責人黃琦就因為對死亡學生的家長提供幫助，被成都公安人員以「非法持有國家機密」的罪名拘留，在七月十九日正式遭到逮捕。

官方統計共有5,335名兒童在學校建築倒塌事件中喪生。

中國政府表示，在去年地震學校倒塌事件裡並未查獲任何人為疏失。

數千座學校在四川省的地震中被毀壞，可是鄰近地區的建築卻完好無缺。

許多受傷或死亡學子的父母們對學校的粗劣結構提出譴責，並要求徹查。

政府在經過追查之後，卻認為沒有任何人需要對學校倒塌負起責任。

根據官方統計有5,335名兒童在校園建築倒塌時喪生。

在某些情況中，學校是在震度規模8的地震中唯一倒塌的建築物。

這也使部分家長宣稱學校結構之所以會如此不堪的原因，是由於地方政府為了減少支出所致。

在北京當局進行調查的初期，也承認這群家長所言可能是事實。

「掩飾真相」

但是住房和城鄉建設部城鄉規劃司司長唐凱表示並無發覺有任何人為因素導致學校──甚至其他建築崩毀。

他說：「到現在為止我們還沒有發覺是人為因素使這個建築物在災害過程中損壞，使人遭受傷亡。」

但他也坦承這樁針對倒塌學校的調查並不是那麼簡單。

他在一場記者會中表明：「為了要援救被困在建築物殘骸中的人，我們將部分建築給拆毀，卻也導致我們無法分析地震是如何影響這些建築物。」

Chris Castro was born in Massachusetts where the American Revolutionary War began, and it is also the birthplace of the Boston Red Sox. Castro always wanted to study in an international, political, social university when he was young, so he decided to go into Georgetown University to read up Foreign Service. He has been in Taiwan to study in the National Chengchi University as an exchange student for a year in 1987, and then joined the United States Department of State to become an American diplomat in 1988.

When he was studying in Taiwan, he found that the CKS (蔣介石)’s portrait was everywhere, and all the news that was not favorable to KMT (國民黨)’s autocratic governance was banned.

After twenty years, he came back to Taiwan to take up his duties as the Chief of the American Institute in Taiwan Kaohsiung Branch Office in 2008. He was very surprised to see the improvement of human rights in Taiwan, and he thinks that Lee Teng-hui(李登輝) was an important symbol of Taiwan’s democracy.

According to the speech, Castro seems to adore his duties as a diplomat and the country he served very much. This is why I am so surprised and confused to see a Taiwan’s diplomat Kuo Kuan-Ying(郭冠英) insults his own country, and discriminates the other race in the Taiwan’s society. The most serious problem is that he actually hopes the China government can send army to eliminate those who hope that Taiwan can become a normal country.

Both Chris Castro and Kuo Kuan-Ying are diplomat, but how can these two public servants be so different? I think this is the most bewildering question for me.

台灣總統：中國政府允許台灣參加WHA

台北，台灣 － 台灣官方表示，他們已在本週三說服中國政府批准台灣加入聯合國的重要組織，可謂替馬英九總統對爭取國際對此民主的島嶼更深遠認同的努力帶來一場勝利。

　　在近六十年來總是阻撓台灣加入國際組織的中國政府，證實台灣將會以觀察員之身分，出席下個月於日內瓦舉行的世界衛生大會（WHA）。

　　世界衛生大會（WHA）可以說是世界衛生組織（WHO）的決策機構。

　　在此議題上達成協議，可以說是在11個月前取得政權，並承諾要一反前任總統的反中國立場，期許與北京當局建立更為良好關係的馬英九總統的主要成就。

　　台灣和中國在經歷1949年的內戰之後分裂；中國政府持續宣稱台灣為其領土的一部分，也經常反對台灣加入象徵其已是獨立國家的國際組織。

　　本週三所發佈的公告，主要是針對已經在墨西哥造成150人喪生、數千人遭到感染，同時也在其他數個國家發現感染病例的豬流感。

　　駐於台北總統府的記者提及，馬英九總統表示北京已經終止其對台灣（譯註：此處雖翻為台灣，但原文為Taipei）參與WHA的阻礙，並宣稱這是他的親中政策所獲得的勝利。

　　他表示：「中國當局展現了他們的善意。」

　　總統府發言人王郁琦表示：「台灣將比照奧運模式，以中華台北（Chinese Taipei）的名稱參與WHA。」

　　至於在北京方面，官方媒體新華社報導，在WHA議題上的妥協，反映了中國政府熱切地與台北建立良好關係的意願。
